Question

How many times have TfL conducted traffic surveys that required the use of MPS officers to assist in the data gathering? Can you provide a yearly breakdown, as well as breakdown of the location and Borough of each survey?

TfL main requirement for Roadside Interviews (RSIs) is for the London Area Transport studies, and these require information from drivers. The Metropolitan Police is involved in these surveys because of their authority to stop traffic. RSIs were last carried out between 2000 and 2002 for the London Area Transport Survey (LATS) 2001. The surveys were designed to collect statistical data on the origins and destinations of cars and commercial vehicles for purposes of strategic transport modelling and to populate databases for transport planning. The RSIs complement data collected during household interviews and also from public transport passengers surveys. Since 1971, LATS surveys have been carried out every ten years, in the same year as the national Census of Population.The full LATS 2001 RSI programme was carried out by TfL in partnership with the Highways Agency for England and Wales and also included surveys in South East and Eastern England beyond the Greater London boundary. All surveys in London were commissioned by TfL. TfL contracted the Babtie consultancy to carry out surveys at 263 sites in Greater London and 257 elsewhere in South East England. MPS officers were present at all 263 survey sites in Greater London. Appendix J includes a full list of sites commissioned by TfL. The costs of the surveys are commercial in confidence and cannot be broken down by survey.RSIs have also been undertaken in the years since LATS by TfL in order that the performance of London's road network can be monitored. For instance, Congestion Charging recently under took some as part of the planning and monitoring of the western extension zone. I have asked TfL to compile a separate list of RSI surveys undertaken for Congestion Charging. Once this is available TfL will send it to you.
