The Metropolitan Police have issued 59,383 Penalty Notices for Disorder since their introduction in December 2003. Of these, 23,766 (40 per cent) have been paid. Some 25,400 (43%) have not been paid and resulted in Fine Registration. This is where 50 per cent is added to the penalty concerned and the offender is fined through a Magistrates' Court as if convicted. A further 2,545 (4 per cent) notices were subject to a hearing request and the remaining 7,672 (13 per cent) are not yet finalised. Please find additional information as Appendix L regarding the breakdown of why £80 and £50 notices have been issued between April and November 2006.
