Question

Could passenger mileage be further increased in a reasonably economic fashion by diverting excess bus capacity outside rush hours to areas not normally served by buses, with buses running between 10 am and 3 pm to such unserved areas?

TfL already runs a number of services in this way, such as the 359 in the London Borough of Croydon. Generally however, greater passenger benefit is created by increasing off-peak frequencies on existing services, rather than running off-peak only routes.
