Question

The Metropolitan Police Service issued Practice Advice in September 2005 to provide "Guidance on Setting Up and Maintaining Neighbourhood Panels". It is noted in the guidance that "The panel must decide if the councillor should have a role in deciding the priorities as their involvement may politicise the outcome".

Under which piece of legislation are councillors are so excluded?

There is no legislation covering the exclusion of councillors. The MPS issue this practice advice for the guidance and not regulation of Safer Neighbourhoods teams and neighbourhood panels. Local councillors should be expected to participate in Safer Neighbourhoods panels for the purposes of sharing information, hearing community concerns and for being held accountable for local council performance.*
