Under what arrangement was poster space in tube stations allocated to support the Greenpeace campaign on alternatives to nuclear power, and what was the opportunity cost of the campaign in commercial advertising revenue?

The campaign you refer to was a Mayoral campaign, which Greenpeace supported. The sites were allocated from those already reserved for GLA Group public information campaigns and which, therefore, do not generate revenue, so there was no opportunity cost.
