TfL produce quarterly fare evasion surveys, in which passengers are interviewed by surveyors who record information on the types of tickets used (and how long they would be valid for) and whether they were valid for the journeys being made. The fare evasion surveys show a rolling 12-month fare evasion rate on articulated buses of 9.3%, and on non-articulated buses (including both single and double deck buses) of 3.18%. TfL is tackling fare evasion on articulated buses through:

· Joint plain-clothes working with the police.

· Refinement of the analysis of fare evasion data to more accurately target Revenue Protection Inspectors to areas of known fare evasion.

· Trial work with drivers providing ticketing reminder messages.

· Development of additional measures including a further increase in the penalty fare, reassessment of irregularity sanctions (i.e. to determine which irregularities result in penalty fares and which in prosecution), stronger long term marketing and communication campaigns, improved vehicle signage, and improved driver ticket/pass checking.

· Objective assessment of the proposals will be made to measure behavioural impacts and assess the need for further initiatives, based on market research, UK and worldwide operational experience and assessment of the London operating environment.
