I share your concern about the level of uninsured and unregistered vehicles in London. However, I have been informed by the MPS that it is not possible to set a reduction target as the actual number is not known (unregistered vehicles are able to evade camera technology, other than ANPR). The Traffic OCU is conducting operations to impact on these problems and will continue to do so in 2007 with my full support. When the MPS identify uninsured vehicles or those with an unlicensed driver, the vehicles are seized. Between July 2005 and December 2006 the MPS Traffic OCU seized 6,570 vehicles (including 1,894 during Operation Foist in October/November 2006). The Traffic OCU are proposing a 10,000 vehicle seizure target for 2007/08 and are in the process of setting a target to increase the number of no insurance Fixed Penalty Notices issued by their officers in 2007/08. I will continue to support the work of the MPS to deliver such initiatives designed to reduce the number of unregistered and uninsured vehicles in London.
