Question

Can a local authority block the siting of a safety camera on a borough-controlled road in its area? Are there any examples of this happening within London?

London's boroughs are represented as a core partner in the London Safety Camera Partnership (LSCP) by London Councils (formerly the Association of London Government), and as such boroughs have a voting position on the Board. The Operational Case that the LSCP produces each year is submitted to the London Councils Transport and Environment Committee (TEC) for their approval and continued support of the LSCP operation.The TEC has given its continued support for the LSCP operation since 2002, although this support does not extend to allowing LSCP to overrule councils and install cameras on borough roads regardless of a council's position. There are three boroughs that have denied LSCP access to their roads to install cameras and they are Barnet, Bromley and Kensington and Chelsea.
