Designing highway improvements involves a number of parties, including London Boroughs, each with its own contribution to make. The design is developed and refined at several stages and models built and verified to forecast performance, before the scheme is approved. TfL's role is to ensure that the scheme is safe, and that it conforms to guidelines as laid down by DfT and an appropriate balance for all users and modes is maintained. The Walworth Road scheme is a complex project, and required several iterations in design and analysis between officers at the London Borough of Southwark, their consultants, and TfL. At each stage, TfL carried out its part in a timely manner. TfL is not aware of any complaints from the scheme sponsor, the London Borough of Southwark, with respect to delays to delivery of the scheme.
