Given that 49% of people are now travelling to City Airport by DLR, will TfL work with the airport authorities to reduce car parking at the airport and encourage an even greater switch to public transport?

Yes. City Airport has a travel plan and TfL are represented on the steering group for the development of that plan. The latest staff survey was conducted in 2005 and the airport is currently working on developing an implementation strategy, which includes improved promotion of DLR services, the 474 bus and enhanced pedestrian routes.
