Payment for the A13 DBFO depends upon various factors, including the volume of commercial traffic using the road and the number of incidents, accidents and breakdowns and the road operator's responsiveness in clearing and re-opening traffic lanes quickly. As they have substantially completed the scheme, their performance has risen and hence payments have risen. The service level provided by the DBFO operator continues to be satisfactory and as improvements are being made to the road in accordance with their contract the payments made to them have increased over time.
