In 2005, the Environment Agency and others declared drought conditions across London and south east England. The EA reiterated this in its report, Drought prospects 2006, published in February 2006. The opening sentence read `The drought in south east England started in November 2004 and has continued through the winter of 2005-06.'It is clear from the time of events that the definition of a drought bears no regard whatsoever to whether or not Thames Water has applied for a drought order or not.
