Before a proper debate on direct charging can occur, all London boroughs must offer their residents consistent and high quality waste and recycling services. A change in the public's attitude would also be needed to avoid significant increases in illegal dumping of rubbish.Direct charging would only work effectively if introduced London-wide, not on a borough by borough basis, as it would be untenable to have a `free' service on one side of the street, in one borough, and charging on the other side in a different borough.
