Can you provide the precise number of complaints that have been received in respect of excessive behaviour by bailiffs when recovering debts incurred by non-payment of the congestion charge by, a) your office and b) TfL, since 2003?

Some 188 complaints have been received by TfL and my office in respect of bailiffs recovering debts incurred by non payment of the congestion charge in the period between 1 September 2005 and September 2006. Complaints before that time period were not categorised separately. This represents only some 0.01% of warrants issued to bailiffs in this time period. A minority of these complaints relate to bailiff behaviour or attitude.
