Question

On the 12th July you announced proposals to vary the congestion charge according to vehicle C02 emissions. You stated that you had instructed your staff to bring these plans forward and to launch a consultation on these proposals in the autumn. When will this consultation process start?

On the 12 July I announced that I had asked TfL to produce proposals to amend the congestion charging scheme. This is to discourage the use of cars producing a high level of carbon emissions, and encourage drivers to switch to cars with low emissions. This work is ongoing. When there are specific proposals these will be subject to extensive public and stakeholder consultation. Any change to the existing Scheme Order designed to introduce an emissions influenced congestion charge, would require a dual approach.1) Discounts for cleaner vehicles would be consulted upon first - and this would be likely to take place in Spring next year. As highlighted in July, I would be hopeful that - subject to the consultation - new discounts could come into effect in 2008.2) Any proposals to introduce emissions surcharges for dirtier vehicles would involve both a revision to my Transport Strategy, and a variation to the Scheme Order, both of which would be subject to public consultation.
