Why are members of the Olympic Family exempt from the Congestion Charge, when diplomatic staffs from foreign embassies are not?

London's Olympic bid was enhanced by this gesture of hospitality toward the Olympic Family (who will be guests in London for a brief and extraordinary period). The exemption is closely defined and will be of limited duration. An exemption for the staff of the 185 embassies who stay for long periods in London as a result of their job, conversely, would set a lasting precedent and undermine the scheme's integrity and decongestion benefits.
