Does TfL have any future plans to charge those entering the Congestion Charge zone based on actual use and environmental impact? Would you not consider this both fairer and more effective?

TfL considers that charging based on actual use and environmental impact could deliver benefits in both equity and efficacy ' but while TfL is currently reviewing a number of possible charging policy options there are no specific plans to move to a new charging structure at present. Such a charging scheme would require a more sophisticated technology than the camera network in use for the central London scheme. TfL is conducting trials of various technologies, including tag and beacon, to assess their suitability for applying more flexible charging in London.
