Question

Will the proposed amendments to the pricing structure of the congestion charge will applicable to all vehicles retrospectively, or only on vehicles manufactured from a certain date?

Under the proposals announced by the Mayor on 14 November, cars that emit less than 125g/km of CO2 (i.e. VED bands A and B equivalent that meet the Euro IV standard) would receive a 100% discount on the congestion charge, whilst vehicles emitting over 225g/km of CO2 (i.e. equivalent to band G levels) would pay £25.

The DVLA only records the emission levels of cars that were first registered on or after 1 March 2001, when graduated VED levels were introduced.

Under the proposals currently being considered cars registered after this date would be included within the emissions-based charging scheme.

The details of the proposals are still being developed and specific proposals will be subject to public consultation.
