In the period immediately after the charge increase the position was confused by the impact of the events of 7 and 21 July. Since the end of August the position has stabilised and there has been a 5% reduction in daily charge payments compared to the period running up to the charge increase. This equates to between 7,000 and 8,000 fewer vehicles paying to drive within the zone each day. Vehicles entering the zone are monitored continuously at a small sample of sites. A number of comparisons are possible, and the volumes involved vary from day to day and from week to week. Comparing average daily entries in April/May 2005 with those in September/October 2005, total traffic movements entering the zone during charging hours have reduced by 2 - 3%. This equates to between 6,000 and 9,000 fewer movements. Most of the reduction would be from potentially chargeable vehicles, giving a similar estimated reduction to that indicated by the payments data.
