No, because London Boroughs are responsible for planning, developing, delivering and securing funding for transport projects on their own roads. This is a Borough led project that TfL has agreed to fund because it meets the objectives of my Transport Strategy in respect of improving bus services. It would be open to the borough to develop a more ambitious scheme as you suggest, but TfL's assessment is that this would more than double the cost of the scheme, but would yield only marginal additional benefits for road users.
