The GLA received notification of the proposed development on 8 October 2004 stating that a period of 21 days was granted for the submission of any observations. Upon receipt, the Planning Decisions Unit referred the application plus supporting information to the Land Use Planning section of TfL ' this is process took a couple of days. However, in this case, Sutton Council determined the application on 27 October 2004, prior to the receipt of any preliminary comments from TfL via myself.Comments provided by TfL were included in the Stage 2 report ' after referral back to me. It is at this stage that I must determine whether to refuse the application to let the borough determine it.
