Question

Would the Mayor please put pressure on Hounslow Council to actually reflect in their appointments to the Hounslow CPCG the constitution of the organisation which states that representation should match the political balance of the Council. Instead Hounslow's Labour Administration has again appointed only Labour Councillors despite several having very bad or non-existent attendance records on the group previously?

I have sought advice from the Metropolitan Police Authority who are the funding body for the Community Police Consultative Group (CPCG). In addition to providing funding, the MPA is only responsible for ensuring that effective consultation mechanisms are in place. However, it does not have the power to introduce a model constitution nor to intervene in membership matters. As you may be aware, the MPA did explore the possibility of developing a model constitution. However this idea was not developed, because CPCGs are unincorporated associations. Furthermore, CPCGs are not agents of the MPA, nor is the MPA liable for the actions of the CPCGs, and CPCGs are not some form of special statutory body.
