Can the Mayor explain why the London Borough of Barnet's bid for £50,000 for cycle training was rejected by TfL and only £30,000 awarded?

I find this question most odd given Barnet has withdrawn its own support for cycle training completely.The facts regarding TfL's support are as follows. Within Barnet's 2003/4 BSP, cycle training funding was requested at £55k for 03/4, £30k for 04/5 and £30k for 05/6. The bid made clear that the money was to extend Barnet's existing programme to provide training for year 5 children and for adults (in addition to Barnet's existing programme for children above year 7). This funding was given indicative approval by TfL in full for the three years when the 03/4 settlement was made. However, within Barnet's 04/5 BSP submission the request for funding increased to £50k, now with no reference to offering adult cycle training. In addition, I understand that Barnet has unilaterally withdrawn it's own support for this programme so that the TfL funding is being used to substitute rather than supplement Barnet's own resources. It was supported on the basis of supplementing rather than substituting for Barnet's own contribution. .
