Question

At the meeting with Bob Kiley on 14th January 2004, you said in reference to the Congestion Charge, "simplicity is absolutely crucial in this". Would you agree that the current congestion charging levy is too difficult for some people to pay, especially those living outside of London who know little or nothing about it?

No. Surveys have shown that road users, particularly those who drive regularly into the central zone, have quickly become familiar with the operation of the scheme, the location of the boundary and the methods of payment. TfL's public information campaign, signing strategy and payment methods are continually reviewed to ensure that wide understanding of the charge and ease of payment is maintained. TfL have in fact received very few complaints from members of the public who were unaware that they had entered the charging zone. .
