I think one of the experiences that we are having from this is that there needs to a better relationship between yourself as the congestion charging authority and the local authorities who are the parking authorities for their areas. Do you think that needs to be tweaked in any particular way?

My own belief is that Transport for London should be the parking authority for London and have much greater uniformity rather than different schemes and different times. I think it is just generally confusing. Had I been the parking authority for Westminster, by now I would most probably have made substantial local changes to deal with the problems that have been thrown up by the retail trade.
