At MQT in September you told us that the GLA Housing Requirements Study would provide us with some key information about the overall level of subsidy required to the meet your target of 10,000 affordable homes per year as set out in Draft London Plan. When will this study be completed and will it also forecast the funds necessary to meet the actual level of need for affordable homes, which your own estimates show is at least 50% higher?

In August 2003, the GLA commissioned Opinion Research Services (ORS) to undertake this study, which comprises an analysis of the GLA household survey, census data and other data sources relating to incomes, house-prices and homelessness. The project will produce a comprehensive assessment of existing housing need and demand and will also provide updated projections of future housing requirements. The project is progressing well, but has been delayed by the recent announcement of revised population estimates by the Office for National Statistics (ONS), which need to be incorporated into the study. It is intended that a report of study comprising both regional and sub-regional analyses will be published early in 2004. This will inform the development of the London Plan sub-regional frameworks and the 2004 London Housing strategy. It will also allow the preparation of a new assessment of both the total cost and subsidy cost of London's housing requirements. .
