Question

You are in a business now where there is going to be a lot of contracts about a lot of things. The point I am making is that quality control assurance is part of any contract and should not have been missed. That is the point and Sally said that the contract should have delivered it in the first place. It should have been part of what Capita was doing anyway and it was not. That is a serious thing to omit in a contract.

With hindsight, if would have been better if the contract had been drafted as it now stands but that is with hindsight. This is a scheme that was so enormous " and I think we need to step back and be objective about this " and the largest traffic management scheme in human history. It has worked with really only one major problem, which was the customer interface at the call centre and the spin-off on terms of enforcement. Now, I think that is pretty good when you take a scheme that had only ever been theoretical. You are right, we could have done better. If I had that foresight, I would go out and win the lottery.
