The PPP contracts do provide for timescales for removing graffiti and rubbish. There is a regime for monitoring the ambience of station facilities and trains which is audited, and failure by the infrastructure companies to reach standards in these areas is met with financial penalties. TFL has established a high level steering group to tackle the graffiti on the underground and the BT police have increased their resources with a unit of 14 officers tackling graffiti related crime. Rubbish from fly tipping is removed as soon as possible depending upon the extent of the rubbish and the health and safety implications and as with LUL, TfL have not had a major issue with abandoned vehicles. .
