Any new road crossing over the railway linking Abercairn Road in Lambeth to Edgehill Road in Merton would fall to those local authorities to promote as the local highway authorities. If a proposal for a new road and bridge were to be taken forward by the local authorities, a detailed assessment of the likely impact on the surrounding network of roads, including TfL's, would need to be undertaken. It is likely that the impact would be felt mainly on local roads in the immediate area, rather than the TfL Road Network. .
