I am here as a member of the Assembly, Mr Mayor, and I am asking you a question as a member of the Assembly. You may be aware that I know rather more about the answers to the questions than you appear to do but I am giving you an opportunity.

The first thing I would say is that I do not agree with the premise of your question that somehow I have been responsible for the reduction in the programme of shifting police from covering civilian duties. The freeze that was imposed on civilian recruitment was contrary to the Budget that I set for the MPA but was a response to the crisis of September 11 and all that followed from that. Had the Assembly agreed the Budget proposals I originally put forward, there would have been more in reserves, both here and in the MPA, to avoid that problem. As you bludgeoned me into a smaller precept the police were not then in a position to be able to avoid making that painful and damaging cut in service to Londoners. I hope you will bear that in mind when you look at my precept next year.
