As you know, I have no direct power over universities and colleges. What is clear however, and this has been acknowledged by London's further education and higher education sectors, that in exercising my economic development, planning and transport powers I can not only make a significant impact on their development but also the strategic economic context in which they operate.It is for this reason that the London Higher Education Consortium is a signatory to the Charter for London, the shared agenda for London's economic development. And the London Association of Colleges will contribute to the development of a Framework for Regional Employment and Skills Action, which is lead by the LDA.Furthermore, my transport policies have a direct impact on London's attractiveness to students. Research recently completed for the GLA by Professor Claire Callender indicated that transport costs for students in London were, in 1998/99, around a third higher than for students in the rest of the UK. The TfL Student Photo-card, which offers London students a 30% discount public transport, now redresses that imbalance and makes an important contribution to helping students afford to study in London. .
