TfL is responsible for the management and operation of all traffic signals in London, not only on the TLRN but it also provides a service to all Borough Councils for the roads for which they are the highway authority. In the financial year 2001/2002 a total of 338 schemes were commissioned as follows: Safety schemes for boroughs 152 Improvement schemes on the TLRN 84 Schemes to help buses 40 Schemes to help cyclists 9 Schemes associated with new developments 31 Schemes involving rephasing of signals 22The re-phasing schemes are mainly associated with a programme to improve conditions, especially safety, for pedestrians in central London and the management of traffic on the approaches to Trafalgar Square, especially during the construction phase.Changes may be required in future to accommodate changing traffic patterns and to manage the network as a whole, as part of the capitals computerised Urban Traffic Control systems. This is in line with traditional signal timing review work which has been carried out in London for the past 30 years. Changes are undertaken at the behest of the highway authority, in consultation with them or to meet current standards. .
