Can you explain why the post of Co-Coordinator (Lesbian and Gay Issues) was offered on 16 April at a lower level of seniority and salary than the equivalent posts for co-ordinators for race, disability and gender?

When I proposed to establish the Equality Unit last year there was a lot of debate as to whether each post should have a specific equalities remit or whether all of the staff should take on a generic brief. In the end, I proposed a structure of Head of Equalities Unit plus 3 senior co-ordinators to cover the fields of race, gender and disability respectively. In addition there were 2 co-ordinator posts without specific briefs. I knew that within the budget limits I could not obviously establish a senior co-ordinator for every key equalities field but I took the view that the gay/lesbian and other equality issues would be covered within the remaining structure. After further consultations it was clear that gay/lesbian issues would require specialist input and it was agreed to designate one of the co-ordinator posts for this area. You will of course recall that the Assembly initially opposed my proposal to establish this unit in last year's budget and sought to limit the funding of it so it is pleasing to hear now that you want me to invest further on the structure. In addition, it was of course the Assembly's Appointments Committee that approved the structure and said that the unit should be restricted to 6 posts.Obviously all of these posts were job evaluated and if it becomes clear that the postholder for gay/lesbian issues should be at senior co-ordinator level rather than co-ordinator level I am sure this can be looked at. But the constraints are all from the Assembly, not from me! .
