What process would you follow in determining the relative economic case for the London Tram scheme serving Lambeth, Southwark and Camden with the proposed Uxbridge road tram?

I understand that in evaluating the light transit projects, TfL has been concerned to ensure that all 4 schemes are appraised on an equal footing. To this end they have developed a very comprehensive evaluation framework incorporating a wide range of criteria. All 4 schemes have scored well against this framework. In terms of economic impact which you have raised, the Uxbridge Road Scheme known as West London Transit has a benefit to cost ratio of around 3.8 while that for the London Tram / Cross River Transit is around 1.7. .
