TfL Street Management's Traffic Technology Services Division is responsible for the day-to-day operation of all traffic lights in London, both on the TLRN and on borough roads. It would not be appropriate for either me or my advisors to be involved in discussions about the phasing of individual traffic lights but, since the formation of TfL, staff in the TTS division have had frequent discussions with the borough councils.There are regular quarterly meetings with each borough to discuss in detail all aspects of traffic signal operation on their roads. There are also specific discussions on individual proposals as necessary throughout the year. In addition, an annual seminar takes place at which there is time to explore a broad range of traffic technology and operational issues.Both my office and I have had a number of discussions on traffic management and congestion with Derek Turner, Managing Director Street Management at TfL. I also discussed this with John Spellar at our last meeting. I have asked TfL to monitor the situation and keep me fully informed. I am particularly concerned to reach agreement with the government on the regulation of roadworks and will be pursuing the issue of allowing TfL to exercise the powers provided for by statute, for example, with regard to lane rental. .
