Question

What role did you or your officers at TfL play in the recently agreed wage settlement at the Docklands Railway? What effect will this rise have on the budgets of TfL?

The operation of the Docklands Light Railway is franchised to SerCo Docklands Limited until 2006. The staff operating the railway are employed by SerCo who negotiate with their staff the level of any pay award. DLR Ltd (as part of TfL) is responsible for monitoring the operation of franchise but has no role in wage negotiations.The cost to TfL of operating DLR is fixed by agreement for the period of the franchise (until March 2006) and the franchisee takes the risks associated with staff pay. There is therefore no effect on TfL's budget from the recent SerCo pay award. .
