: I do not intend to issue any press releases. I am only interested in value for money, and your good name, Ken. [Laughter.] I worry about people saying that this is a terrible Kim Il Sung exercise to get Ken's face around the town on posters. Perhaps one way that you could help us to get out there and explain to people that it is nothing of the sort, and that this is a genuine exercise in consultation, is if you could let us know how many of the responses were derived from the forms which were sent out, as opposed to letters which were randomly sent in; and whether you will assure us that these responses will be made available - all of them - for inspection by the Assembly.

They will all be made available for inspection by the Assembly. It may not always be possible to work out from the letter we receive whether it was because someone saw a leaflet or what; but we will break it down as best we can. I intend to clear several days of my diary to read all of them personally. As this is a consultation exercise that I must fully consider in law before I take a decision on proceeding with the congestion charge, anything less might open the whole process to challenge. Therefore, there may be quite a few gaps in my diary when I have to be out of the building while I work over these.
