Question

Do you share my concern at the proposal to demolish the unique cruciform workhouse which currently forms part of the Oldchurch Hospital site, particularly as the building that will replace it is designed to be temporary? What powers do you have to intervene in this planning application, recently approved by Havering Borough Council and will you take steps to preserve this valuable building? .

I do not know the building, but my officers looked into this in November, and I understand that English Heritage does not consider the building worthy of listing. Even if it were listed, the Government Office for London's Circular1/2000 specifically identified applications for listed building or conservation area consent as not falling within the scope of my powers. It would thus be difficult to justify the use of my general powers under Section 30 of the Greater London Authority Act in this case.
