Confirmation Hearing for the proposed Deputy Mayor for Policing and Crime

The Committee is recommended to:

 

(a)  Put questions to the Mayor’s proposed appointee for Deputy Mayor for Policing and Crime, Councillor Stephen Greenhalgh; and

 

(b)  Make a recommendation, or make a decision as necessary, to the Mayor as to whether or not the nominee should be appointed to the office of Deputy Mayor for Policing and Crime.

Minutes:

7.1  The Committee received the report of the Executive Director of the Secretariat.

 

7.2  Councillor Stephen Greenhalgh, the Mayor of London’s proposed appointee for Deputy Mayor of Policing and Crime attended the meeting to receive questions from the Committee as part of the Confirmation Hearing.

 

7.3  Members noted that Councillor Greenhalgh’s CV and additional information had been circulated prior to the meeting.  Legal advice around the conduct of the Hearing was also circulated to Committee Members prior to the meeting (copy attached at Appendix 2).

 

7.4  A transcript of the Hearing is attached at Appendix 3.

 

7.5  After discussion, the Committee unanimously agreed not to object to the proposed appointment.  However Members raised several points which they agreed to outline in the decision letter from the Chair of the Committee to the Mayor, including: Councillor Greenhalgh’s acknowledgement of his lack of experience in policing matters; his undertaking to ensure transparency in the MOPC and to maintain proper lines of consultation with the public, Assembly Members and the London boroughs; and to step back from his family business responsibilities.  The Committee resolved that the wording of the Chair’s letter to the Mayor be agreed in consultation with the Deputy Chairs and the Conservative Group Lead Member on the Committee.

 

7.6  Resolved:

 

  That the Chair of the Committee writes to the Mayor of London, confirming the Committee’s unanimous decision not to object to the proposed appointment of Councillor Greenhalgh as Deputy Mayor for Policing and Crime, and outlining the additional points raised by the Committee, as set out above.
