Freight in London

Report of the Executive Director of Secretariat

The Committee is recommended to:

 

(a)  Note the report as background to putting questions to guests on freight in London and note the subsequent discussion; and

 

(b)  Delegate authority to the Chair, in consultation with party Group Lead Members, to agree the final output for the investigation into freight in London.

Minutes:

6.1  The Committee received the report of the Executive Director of Secretariat as background to putting questions on freight in London to the following invited guests:

·  Alex Williams, Director of City Planning, Transport for London;

·  Rob Fowler, General Manager, CSR and Technical Planning, DPD Group UK;

·  Natalie Chapman, Head of South of England and Urban Policy, Freight Transport Association; and

·  Jace Tyrell, Chief Executive, New West End Company.

6.2  A transcript of the discussion is attached at Appendix 1.

 

6.3  During the course of the discussion, the Committee requested the following further information in writing:

·  Images of the extra visibility had from a five-star vehicle compared to a zero-star vehicle;

·  Data on the difference in the involvement of the extra-long lorries in collisions with pedestrians and cyclists, or whether all the data for HGVs is amalgamated;

·  How much money will be raised out of the ULEZ from the freight industry for central and inner London;

·  An update on any progress made with the Department for Transport and Network Rail on upgrading lines outside of London in order to allow freight to be moved around rather than through London;

·  An update on removing spoil by rail from HS2;

·  A timeline/date for when TfL will be conducting a staff survey to understand where staff get personal deliveries sent to;

·  Clarification on why the commitment for all of London to be within a 30?minute drive of a construction consolidation centre was removed as a specific proposal in the final Transport Strategy; and

·  An update from the Director of Innovation on TfL’s ability to respond to new technology (e.g. dockless bikes, drone and droids) within the current regulatory framework.
