The Mayor's Draft Transport Strategy

Part A:
The Assembly is recommended to receive and in accordance with Section 42B of the Greater London Authority Act 1999 (as amended), consider its response to the Draft Transport Strategy.
The Assembly will put questions to Sadiq Khan, Mayor of London and Val Shawcross, CBE, Deputy Mayor for Transport.
Part B:
Motion submitted in the name of the Chair:
“That the Assembly notes the Draft Transport Strategy.”

Part A:
4.1 The Assembly put questions to the following guests in relation to the Draft Transport Strategy:
· Sadiq Khan, Mayor of London;
· Val Shawcross CBE, Deputy Mayor for Transport; and
· Mike Brown MVO, Commissioner for Transport for London.
4.2 A transcript of the question and answer session is attached at Appendix 1.
4.3 During the course of the question and answer session commitments were made to provide the following information:
· A list of bus routes in outer London that have increased in frequency;
· Correspondence from Mr David Bellamy, Chief of Staff, regarding the viability of projections for a 30% increase in passenger numbers by TfL;
· How work to retrofit noise dampening measures on the Northern line is to be accelerated;
· The feasibility of providing a companion concession for people who have difficulty using public transport independently; and
· How many stations will not be retrospectively made step free due to the age and layout of the original station.
Part B:
4.3 The Chair moved the motion submitted in her name, namely:
“That the Assembly notes the Draft Transport Strategy.”
4.4 Keith Prince AM proposed, and Gareth Bacon AM seconded, the following amendment:
“That the Assembly notes that the Draft Transport Strategy lacks sufficient KPIs and other key metrics to enable the assessment of its success as a blueprint for improving Transport in London. This Assembly therefore calls on the Mayor to re-write the strategy, inserting KPIs and providing clarity to how he plans to achieve his targets.”
4.4 Upon being put to the vote, the amended motion was rejected with 10 votes cast in favour and 10 votes cast against with the Chair casting her deciding vote against the motion.
4.5 Upon being put to the vote, the original motion was agreed with 11 votes cast in favour and 11 votes cast against, with the Chair casting her deciding vote in favour of the motion.
