The Committee is recommended to note the report and put questions to the Public Private Partnership Arbiter and representatives of the National Union of Rail, Maritime and Transport Workers, the Associated Society of Locomotive Engineers and Firemen, and London First.
Minutes:
13.1 The Committee received the report of the Executive Director of Secretariat as background to putting questions to the Public Private Partnership (PPP) Arbiter, Chris Bolt, and the following representatives of the National Union of Rail, Maritime and Transport Workers (RMT), the Associated Society of Locomotive Engineers and Firemen (ASLEF) and London First:
· Bob Crow, General Secretary, RMT;
· Steve Connolly, ASLEF local representative, Wembley Park; and
· John Dickie, Director of Strategy and Policy, London First.
13.2 During the course of the discussion, the Committee requested the following:
· That ASLEF provides further written information about the problems with the Jubilee line upgrade at Neasden and the scope for further disruption after this upgrade is completed if the problems are not resolved;
· That RMT provides a copy of its recent letter to London 2012 outlining concerns about the management of Stratford station during the 2012 Games; and
· That the PPP Arbiter provides a redacted copy of the report he commissioned from Halcrow Group Ltd on the notional infraco strategy (March 2010), and more details of good practice from metro systems around the world on the approach taken to delivering upgrade work including the level of line closures required.
13.3 A transcript of the discussion
is attached at Appendix 1.
13.4 Resolved:
That the report and discussion be noted.
