Scrutiny of the Mayor's New Functions in Relation to Civil Contingency Arrangements in London

The Committee is recommended to:

 

Agree to allocate responsibility for the scrutiny of the Mayor’s new civil contingency functions to the Business Management and Administration Committee (BMAC) or the Health and Public Services Committee; and

 

Subject to the decision above, agree that the following term  of reference be added to either BMAC or the Health and Public Services Committee’s Terms of Reference:

 

To scrutinise issues relating to civil contingency arrangements in London.

Minutes:

9.1  The Committee received the report of the Executive Director of Secretariat, which asked the Committee to decide on how the Assembly’s scrutiny of the Mayor’s new functions in relation to civil contingency arrangements in London would be carried out.

 

9.2  Richard Barnes AM declared an interest as the Chair of the London Resilience Forum.

 

9.3   Len Duvall AM proposed, and it was seconded, that the responsibility for the scrutiny of the Mayor’s new civil contingency functions be allocated to the Business Management and Administration Committee (BMAC) on a temporary basis until after the 2012 GLA Elections, in order for the Assembly to be clear about the implications for its work and because Members of the Committee had experience of resilience issues from their work on the MPA and London Fire and Emergency Planning Authority (LFEPA).  Following the 2012 GLA Elections, the London Assembly might wish to review its committee structure.  The proposal was agreed.

 

9.4  The Committee resolved to amend the Business Management and Administration Committee’s terms of reference, subject to any future review of the structure of the GLA.

 

9.5  Resolved:

 

That it be agreed to allocate responsibility for the scrutiny of the Mayor’s new civil contingency functions to the Business Management and Administration Committee (BMAC), subject to the review of the GLA Committee structure at the May 2012  Annual Meeting.

 

That the following term of reference be added to BMAC’s terms of reference:

 

To scrutinise issues relating to civil contingency arrangements in London.
