3.1  The Committee received the report of the Executive Director of Secretariat as background to putting questions on the 2014/15 GLA Group Budget to the following invited guests:

·  Stephen Greenhalgh, Deputy Mayor for Policing and Crime;

·  Lynda McMullan, Director of Police Resources and Performance, Mayor’s Office for Policing and Crime;

·  Deputy Commissioner Craig Mackey QPM, Metropolitan Police Service (MPS); and

·  Ian Percival, Director of Group Finance, MPS.

3.2  A transcript of the discussion is attached as Appendix 1.

3.3  During the course of the discussion, the Committee requested the following additional items of information:

·  A forecast for workforce strength in 2014-15 using the Operational Policing Measure detailed forecasts for police officer numbers through to March 2016;

·  Results of the next staff survey at the MPS when they become available;

·  The latest statistics on fear of crime and experience of crime for London that the MPS measures regularly;

·  An assessment from the MPS of how improved productivity and victim experience as a result of new technology will be measured; and

·  An estimate from MOPAC of the expected proceeds from the sale of local police stations (as well as actual receipts received so far).

3.4  In response to a question about the MOPAC and MPS budget submission, the Committee was provided with a written response, tabled at the meeting.  The written response is attached as Appendix 2.

3.5  The Committee then put questions to the following invited guests:

·  James Cleverly AM, Chairman, London Fire and Emergency Planning Authority (LFEPA);

·  Ron Dobson CBE QFSM, Commissioner, LFEPA; and

·  Sue Budden, Director of Financial and Contractual Services, LFEPA.

3.6  A transcript of the discussion is attached as Appendix 3.

3.7  During the course of the discussion, the Committee requested details from LFEPA on the difference between pension changes in London and the rest of the country.

3.8  Resolved:

  That the report and discussion be noted.
