1.1  Apologies for absence were received from: Steve O’Connell AM (Chairman), for whom Keith Prince AM attended as a substitute; Andrew Dismore AM; and Florence Eshalomi AM, for whom Dr Onkar Sahota AM attended as a substitute.  In the absence of the Chairman, Sian Berry AM (Deputy Chair) chaired the meeting.

The Committee is recommended to:

(a)  Note the list of offices held by Assembly Members, as set out in the table at Agenda Item 2, as disclosable pecuniary interests;

(b)  Note the declaration by any Member(s) of any disclosable pecuniary interests in specific items listed on the agenda and the necessary action taken by the Member(s) regarding withdrawal following such declaration(s); and

(c)  Note the declaration by any Member(s) of any other interests deemed to be relevant (including any interests arising from gifts and hospitality received which are not at the time of the meeting reflected on the Authority’s register of gifts and hospitality, and noting also the advice from the GLA’s Monitoring Officer set out at Agenda Item 2) and to note any necessary action taken by the Member(s) following such declaration(s).

The Committee is recommended to note the recent action taken by the Chairman of the Police and Crime Committee under delegated authority, following consultation with the party Group Lead Members and Caroline Pidgeon MBE AM, namely to agree the Committee’s response to the Mayor’s Office for Policing and Crime and the Metropolitan Police Service on Access and Public Engagement Strategy consultation, and notes the response, and notes the response, attached at Appendix 1 of the report.

5.1  The Committee received the report of the Executive Director of Secretariat.

5.2  Resolved:

That the recent action taken by the Chairman, under delegated authority, following consultation with the party Group Lead Members and Caroline Pidgeon MBE AM, namely to agree the Committee’s response to the Mayor’s Office for Policing and Crime (MOPAC) and the Metropolitan Police Service (MPS) consultation on the Access and Public Engagement Strategy, and the response attached at Appendix 1 of the report, be noted.

The Committee is recommended to:

(a)  Note the monthly report from the Mayor’s Office for Policing and Crime and Metropolitan Police Service, attached at Appendix 1 to the report, as background to the question and answer session with the Deputy Mayor for Policing and Crime and the Metropolitan Police Service; and

(b)  Note the report and answers given by the Deputy Mayor for Policing and Crime and the Metropolitan Police Service to the questions asked by Members.

6.1  The Committee received the report of the Executive Director of Secretariat as background to the questions and answer session with MOPAC and the MPS.

6.2  The Chair welcomed the following guests to the meeting:

·  Sophie Linden, Deputy Mayor for Policing and Crime;

·  Cressida Dick CBE QPM, Commissioner of Police of the Metropolis; and

·  Craig Mackey QPM, Deputy Commissioner, MPS.

6.3  A transcript of the discussion is attached at Appendix 1.

6.4  During the course of the discussion, the Commissioner of Police of the Metropolis undertook to provide:

·  The research that has been undertaken nationally to understand the factors driving an increase in violent crime;

·  The sanction detection rates across major crime types;

·  A copy of the Crime Assessment Policy;

·  An assessment of the where mopeds tend to be stolen from and from what type of owner, for example, business or residential;

·  Information about the thresholds needed to pursue a prosecution of hate crime on social media, together with a breakdown of the incidents, crimes and prosecutions of hate crimes on social media; and

The Committee is recommended to:

(a)  Note the work programme as set out in the report; and

(b)  Delegate authority to the Chairman, in consultation with party Group Lead Members and Caroline Pidgeon MBE AM, to write to the Deputy Mayor for Policing and Crime in advance of the publication of the Violence Against Women and Girls Strategy.

7.1  The Committee received the report of the Executive Director of Secretariat.

7.2  Resolved:

(a)  That the work programme as set out in the report be noted; and

(b)  That authority be delegated to the Chairman, in consultation with party Group Lead Members and Caroline Pidgeon MBE AM, to write to the Deputy Mayor for Policing and Crime in advance of the publication of the Violence Against Women and Girls Strategy.

The next meeting of the Committee is scheduled for Wednesday, 1 November 2017 at 10am in the Chamber, City Hall.
