The Harlesden Neighbourhood Area includes areas within both the OPDC area and within the London Borough of Brent.

Harlesden Neighbourhood Area

On 26 September 2024, OPDC Board designated an amended Harlesden Neighbourhood Area within the OPDC area. The London Borough of Brent designated amendments within Brent on 20 August 2024. Consultation materials can be viewed on our consultation platform.

The amended area removed a portion of the Train Maintenance Depot and included sites west of Scrubs Lane and south of Harrow Road. Information about the designation is set out in the Harlesden Neighbourhood Area Amendment Decision Document. Further information is set out in:

Harlesden Neighbourhood Forum

2026 Redesignation

On 26 March 2026, OPDC redesignated the Harlesden Neighbourhood Forum for the portion of the Harlesden Neighbourhood Area within the OPDC area. Further information is set out in the:

OPDC originally designated the Harlesden Neighbourhood Forum for the portion of the Harlesden Neighbourhood Area within the OPDC area on 26 November 2015 and again on 4 March 2021. Legislation requires neighbourhood forums to apply for re-designation every 5-years.

Harlesden Neighbourhood Plan 2019

The Harlesden Neighbourhood Plan was made (adopted) by OPDC on 25 July 2019 and now forms part of the OPDC statutory Development Plan. Further information on the referendum and notice of Brent Council’s decision on the preparation stages of the Plan is available on the London Borough of Brent’s website.
