Harlesden Neighbourhood Area and Forum

On 26 November 2015, OPDC designated the portion of the Harlesden Neighbourhood Area and Forum within the OPDC area. The London Borough of Brent designated the portion of the Harlesden Neighbourhood Area and Forum within Brent on 18 September 2015.

General information about the Forum can be viewed on the Harlesden Neighbourhood Forum website. The Neighbourhood Area is located within the OPDC and London Borough of Brent local planning authority areas. 

Harlesden Neighbourhood Plan

The Harlesden Neighbourhood Forum has submitted the draft Harlesden Neighbourhood Plan to OPDC and the London Borough of Brent. It sets out:

  • the vision 
  • planning policies
  • community aspirations for the Harlesden Neighbourhood Area

OPDC and the London Borough of Brent published the draft Harlesden Neighbourhood Plan for consultation for eight weeks between 26 July to 20 September 2018.

Mr David Hogger BA MSc MRTPI MCIHT was appointed by the London Borough of Brent to undertake an independent examination of the draft Harlesden Neighbourhood Plan. A report on the examination was issued on 14 February 2019 and recommended that the Plan, once modified, should proceed to referendum. OPDC and Brent Council approved the Plan to progress to a referendum on 28 March 2019 and 25 March 2019. For more information on the OPDC decision please read the report to the Board.

A local referendum will be held by the London Borough of Brent on 30 May 2019. The referendum turnout was 11%, with 90% voting in favour of the Plan.  If the majority of those in the neighbourhood area vote in favour of the Plan it can be 'made' or adopted by the London Borough of Brent and OPDC. Following this referendum result, a decision on the Plan will be considered by the  OPDC Board. Further information on the referendum and notice of Brent Council’s decision on the Plan is available on the London Borough of Brent’s website.
