OPDC Delivery Plan

Over the next 30+ years we will make sure that both current and future residents and businesses benefit from local investment brought by the Elizabeth Line and High Speed 2. 

We will deliver this once in a lifetime regeneration and development project in three stages:  

  1. Activating the site 2017–20: We are investing in new and improved public spaces, facilities and access routes and engaging with the local community to do all of this
  2. Unlocking Old Oak North 2018–30: Over 10,000 new homes and 8,000 new jobs will be created in Old Oak North
  3. Delivering future potential 2026–36+: The HS2 and Elizabeth Line (Crossrail) interchange will catalyse the creation of homes and jobs 

Activation 2017–20

The first phases of housing development will have begun, initial infrastructure is under construction. Improvement of public spaces and cultural projects are raising the profile of Old Oak.

Our Early Activation initiative celebrates the unique qualities of Old Oak and builds foundations for West London’s greatest new quarter. It will deliver public realm improvements at Willesden Junction station, Wormwood Scrubs and along the Grand Union Canal. 

To guide investment along the canal, a comprehensive placemaking study is underway. It will provide a clear vision on how to secure the canal and its immediate surroundings as a key asset in the wider regeneration of Old Oak and Park Royal.

Unlocking Old Oak North 2018–30

Old Oak North is a key area in the overall development of Old Oak. Here, early housing, commercial and retail development will define the vision for this new metropolitan space in West London.

Completion of key infrastructure projects (highways, bridges, heat and power networks) enable the delivery of 10,000 homes and space for 8000 jobs, new park spaces, schools, surgeries, shops and other high street uses.

We will create an improved and important bridge link from Old Oak North to Willesden Junction, one of the most significant rail stations in West London. 

Delivering on future potential 2026–36+

The Old Oak Common Station, with stops for HS2 and the Elizabeth Line (Crossrail) will transform Old Oak into the best-connected development site in Europe.


We will bring world class companies, employers and innovators together to create the future engines of success. We will ensure a robust and competitive employment market and a great family friendly neighbourhood supported by community services and facilities.
