The regeneration of the OPDC area will create 25,500 new homes and 65,00 new jobs. To make the development process as smooth as possible, the Local Plan wanted to understand the 'places' in the area better. As a result, we've been asked a number of questions on this.
The Park Royal industrial area contains 2,000 active business, employing over 30,000 people. The Park Royal Atlas study identified key sectors, including: food manufacture, logistics, film industry, motor trades.
The Corporation is committed to protecting and strengthening Park Royal as the UK’s largest industrial park. We are developing planning policy to ensure the industrial land is protected.
We have a Park Royal Business Manager, who will lead on establishing a robust business planning framework and creating strong partnerships with local businesses. Through this, we aim to bring 10,000 new jobs to Park Royal, secure inward investment and improve the business environment for all.
So far:
- work commenced on Park Royal Business Plan in January 2016, and is expected to be completed in Spring 2017
- the Business Plan will be informed by our evidence base and through extensive engagement with local businesses

OPDC are planning to enhance the range of local services available at the heart of Park Royal, the area called Park Royal Centre. The range of services could include more shops, restaurants, business services and workspaces - all of which are aimed at helping to support local businesses and residents.
In Park Royal and Park Royal Centre there will be approximately 4,500 jobs (a portion of the 10,000 job figure for Park Royal is included in Old Oak West) and around 1,500 homes.
Wormwood Scrubs will continue to be a cherished public open space and important ecological asset. New sensitive connections to the north and carefully considered improvements will bring Old Oak and White City together and make the Scrubs more accessible to surrounding neighbourhoods. These would be carried out in agreement with the Wormwood Scrubs Charitable Trust, the London Borough of Hammersmith & Fulham and in discussion with the local community.
The Local Plan sets out that OPDC will work with stakeholders and agree any proposals with the Wormwood Scrubs Charitable Trust and London Borough of Hammersmith & Fulham. To protect and/or enhance Wormwood Scrubs by sustaining the existing Local Nature Reserve and sites of borough importance for nature conservation so that there is no net loss.
The Local Plan sets out guidance to work with stakeholders to secure resources for the Scrubs' long-term management and maintenance.
There will be approximately 44,000 jobs and around 9,300 homes in Old Oak South.
There will be approximately 6,500 jobs and around 8,250 homes in Old Oak North.
Old Oak High Street is proposed to be a major town centre and a key route between Harlesden and Wormwood Scrubs. The character of the street will change along its length with a commercial area around Old Oak Common Station, leisure uses by the Grand Union Canal and residential services in the north.
There will be approximately 2,000 jobs and around 2,600 homes in Scrubs Lane.
There will be approximately 7,500 jobs (this includes HS2 construction sites and a portion of the Park Royal jobs) and around 50 homes in Old Oak West.
There will be approximately 4,000 jobs and around 4,300 homes in North Acton.
As the Local Planning Authority for North Acton, OPDC has planning powers to deliver the Local Plan. However, under the scheme of delegation, the London Borough of Ealing will continue to determine various types of planning applications in accordance with the OPDC Local Plan.
A key element of the Local Plan vision for North Acton is to ensure new developments integrate with the wider regeneration of Old Oak in relation to connections, building design and open space delivery.
