Consumer Expenditure and Comparison Goods Retail Floorspace Need in London
Government Policy in PPS6 requires the GLA to assess the overall need for additional floorspace over the regional spatial strategy period, especially for comparison retail. To comply with national planning policy requirements and to inform the replacement London Plan, the GLA appointed Experian to assess the scale and nature of consumer expenditure across London for comparison retail goods, convenience retail goods, and other expenditure including leisure over the period 2006 to 2031. For comparison retail goods, the report provides a comprehensive picture of current and future floorspace needs for London, the boroughs and town centres for five year periods to 2031. The project is both current and forward-looking, factoring in major retail pipeline developments in and around the capital to 2031.
The study outputs will make a direct contribution to the replacement London Plan. The detailed borough and town centre comparison goods retail floorspace need estimates will inform the work of the Outer London Commission; Supplementary Planning Guidance on Town Centres and the Central Activities Zone; and provide strategic context for town centre and retail policies in boroughs' Local Development Frameworks.
